What AAP’s ‘Rs 1,000 to all women’ will cost Punjab

Kejriwal’s Big Promise

AAP Rs 1000 to all women, National convener Arvind Kejriwal declared on Monday, at the inauguration of the Aam Aadmi Party’s ‘Mission Punjab’ for the 2022 Assembly elections, that if elected, AAP will transfer Rs 1,000 per month to the account of every woman in Punjab aged 18 and up if the party is elected. In a state that is drowning in debt, Kejriwal’s statement in Moga, as well as freebies promised by other parties, subsidies, and populist plans from consecutive governments, come at a critical time.

The Budget

96.19 lakh women voted in the 2019 Lok Sabha elections, according to the Election Commission of India. Nevertheless, the AAP estimates that the initiative will benefit 1 crore women. If the AAP wins power and follows through on its promises. It will pay Rs 1,000 crore per month to an estimated 1 crore women; resulting in a total of Rs 12,000 crore each year.

Although asked where the money for the programme will come from, Kejriwal replied that his opponents would question. “With any administration, there is no shortage of money.

The Immense State Debt

The Congress government inherited a debt of Rs 1.82 lakh crore from the SAD-BJP government; that had ruled for ten years. According to budget forecasts for 2021-22, the outstanding debt will reach about Rs 2.82 lakh crore. After accounting for Rs 8,359 crore received as back-to-back loans instead of GST compensation in 2020-21; this essentially becomes Rs 2.73 lakh crore.

Moreover the unpaid amount in 2019-20 was Rs 2.29 lakh crore. It was expected to reach Rs 2.48 lakh crore in the 2020-21 budget estimates; but it jumped to Rs 2.61 lakh crore in the amended forecasts (effective Rs 2.52 lakh crore)
